In 2025, the Huadu District Bureau of Culture, Radio, Film, Television, Tourism, and Sports adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, thoroughly studied and implemented the spirit of the fourth plenary session of the 20th CPC Central Committee, implemented Xi Jinping's thoughts on culture and the spirit of his important discourses on the development of tourism and sports, closely followed the Provincial Party Committee's “1310” specific deployment and the Municipal Party Committee's “1312” strategic measures. In particular, the Bureau took the “Hundred, Thousand, and Ten Thousand Project” as its overarching framework, focused on the objectives of “boosting the economy, ensuring safety, hosting the National Games, and enhancing quality”, and upheld the approach of “cultivating the spirit with culture, developing tourism for the people, and attracting people with sports” to comprehensively advance the high-quality development of culture, tourism, and sports.
I. Persistent in cultivating spirit with culture, we coordinated the harmonious development of material and spiritual civilization to improve the comprehensive strength of urban culture to new heights.
Strengthening protection and inheritance of historical and cultural heritage.Advancement in cultural relics protection.We established a joint conference system for the protection and utilization of cultural and revolutionary relic sites in Huadu District, and thoroughly carried out the “Fourth Survey”, during which on-site investigations were conducted for registered immovable cultural relic sites and relics clues, and a batch of immovable cultural relics were newly identified and announced. We actively sought funding support from higher-level authorities for cultural relics protection, completed the renovation of Hong Xiuquan's Former Residence, and advanced the progress of four cultural relics protection projects: Phase I of the rear buildings of the State Counselor Shrine complex, a provincial-level protected site; Phase II of the ?Palace Graduate Residence, a municipal-level protected site; the former site of Xiuye School, a district-level protected site; and the Weishi Clan Ancestral Hall in Pingshan Village, a district-level registered protected site. Deepening the exploration of historical and cultural resources.We continued to promote the exploration of historical and cultural resources such as Langtou culture, the culture of the native town of Hong Xiuquan (the “Heavenly King”), the spirit of King Pangu, and the ancient village of Sanhua. We also compiled books, including The Decorative Art of Guangzhou Ancestral Halls: The State Counselor Shrine Complex, and the Biographical Sketches of Historical Figures from Huadu. New development in inheritance of intangible cultural heritage.With Fang Shengtang being selected as one of the representative inheritors of the sixth batch of national-level intangible cultural heritage, Huadu District now has 41 representative intangible cultural heritage projects and 44 representative inheritors. Over 340 “Five Entries” activities promoting intangible cultural heritage were held, attracting approximately 270,000 participants. Shao Chengcun, a master of stucco relief, appeared on the 2025 China Intangible Cultural Heritage Spring Festival Gala; Tang Zhiru, a master of the art of making gold-embroidered skirts and jackets, was featured in the CCTV documentary Chinese Embroiderers and was invited to participate in the "2025 Chinese New Year Cultural Festival" in Spain to introduce Huadu's intangible cultural heritage onto the international stage.
Implementing initiatives to enhance the quality and efficiency of public cultural services.Optimizing the supply of cultural products and services.Langtou Village was selected as a provincial-level model case for high-quality development of public cultural services, which was featured at the Venice Architecture Biennale, marking its "international debut". The Chunyangtai Arts and Culture Center was selected as one of the country's most beautiful rural public cultural spaces (in the innovation category).The Huadu Grand Theatre and the Guangzhou Stucco Relief Park were completed and opened to the public. We advanced the development of a book-loving society, with a total of 123 libraries, branches and service points established across the District, serving 2.97 million visitors—a record high. Promoting the socialized operation of public cultural facilities.The District Library made an innovative move to introduce a café and light dining complex, while the parking lot of the Huadu Children's Library has opened to the public on a fee-based system. Building distinctive cultural brands.We have established a number of cultural brands, including “Huadu Four Seasons Village Gala,” “Huadu Has Opera,” “Youth Concerts,” “Huadu Youth Lion Dance Troupe,” and other cultural brands. Over 1,500 public cultural events were held, including the “Voice of Langtou” rural singer competition, public benefit concerts, and “Cultural Huadu · Art Weekend,” benefiting more than 1 million people.
Promoting the high-quality literary and artistic creation project.A total of 34 original literary and artistic works have been created and staged, including 2 national-level, 4 provincial-level, and 13 municipal-level award-winning works. Among these, songs “Where I Stand Is China” and “Love in Huadu” won the “Most Popular Voice from the Frontier” award at the 2025 National Border Culture Festival; the children’s dance “Soaring Through the Sky” was named a “Budding Lotus Flower” at the National Children’s Dance Competition. The situational song performance “Going Home” won the Gold Award at the Provincial Military Song Competition. Training and expanding artistic workforce.We spearheaded the establishment of one arts alliance and the formation of three cultural troupes, including the Huadu Drama Society and the Huadu Youth Lion Dance Troupe, and eight outstanding cultural teams, facilitating the transformation of cultural services from “single-source provision” to “diverse sharing.”The Datangbian Xu's Lion Dance Team won four gold medals at international lion dance competitions. The Guangzhou Huadu Langtou “Shining Sun” Children's Choir was covered by CCTV-1’s “Xinwen Lianbo”, the most authoritative news program in the country.
II. Upholding the strategy of revitalizing the economy through culture and tourism, we coordinated the integrated development of the cultural and tourism industries to establish a new hub for culture tourism in the northern part of the Greater Bay Area.
Strengthening the leading role of major platforms to stimulate new momentum for industrial development.We planned the establishment of a conference, business, cultural tourism, sports, and exhibition cluster in the Northern Guangdong-Hong Kong-Macao Greater Bay Area; we issued policy documents such as the “Ten Measures to Support the Development of the Esports Industry”; and we formulated measures to promote the development of the cultural, tourism, and sports industries and support the growth of micro-drama industry. We have preliminarily completed the research on the construction of Urban-Rural Integration Tourism Demonstration Zone in the Northern Greater Bay Area, and pushed forward with high priority the research on the development of cultural, tourism, and sports in the “15th Five-Year Plan” period, the conference, business, cultural, tourism, sports, and exhibition cluster in the Northern Greater Bay Area, and the plan for the development of Wangzi Mountain area. We actively sought policy funds provided by the central government in the cultural, tourism, and sports sectors to advance projects funded by ultra-long-term special treasury bonds, central budgetary investments, and policy-based loans.
Focusing on creation of a key area for building a world-class tourist destination to fully unleash the potential of cultural tourism consumption.Quality improvement and upgrading of key projects.Sunac Cultural Tourism City launched Guangzhou’s first traditional Chinese-style live-action show "Revisit Lingnan in the Dream", accelerating the revitalization of the multi-dimensional cinema project. The CTG · Aranya Jiulong Lake underwent upgrades and renovations, and over 20 new businesses were introduced to its European Town. Development of Rural Hotels (Homestays).Plans were made to create a cluster of rural hotels (homestays). Qiling Hotel was successfully recognized as a National Four-Star Tourist Hotel; three city-level Red Kapok Five-Star Homestays and one Four-Star Homestay in Huadu were newly certified; and the Qixidi Homestay Cluster received the authoritative Black Truffle award of the industry. Ctrip's first resort farmstead in Guangdong—Yijing Manor—officially opened. Development of high-quality tourism products.Yilu Bowen Homestay was awarded the National Class A Tourism Homestay designation, and Qiling Lingnan Oriental Hotel was rated a National Four-Star Tourist Hotel.A representative from World of Fragrance · Habitat Creek was selected as a national rural culture and tourism leading figure. The Furong Resort built the province’s first “Yueyou Post House”; the Chunyangtai Art Center and Maling Botanical Garden were selected as popular destinations for new type cultural tourism consumption in Guangdong; and the Huadu Fashion and Smart Manufacturing Tour was selected as a provincial premium route of industrial tourism. Baosangyuan and World of Fragrance · Habitat Creek won first prize (first place in the province) and second prize, respectively, in the rural leisure tourism section of the province’s 4th Rural Entrepreneurship Competition. Developing the digital cultural and creative industry.The BLG Valorant team from Bilibili Gaming Information Technology Co., Ltd. was introduced, which will compete with “Guangzhou Huadu” in their team name.BLG claimed the championship title at the Valorant Champions Tour (VCT) CN League Annual Finals.
Strengthening cultural tourism promotion to enhance city influence and visibility.Shaping a new image for Huadu cultural tourism sector.Centering on the brand positioning of “ Flowery and Trendy Huadu in Northern Guangzhou”, and incorporating elements such as jump rope and flower viewing, we produced a new promotional video for Huadu’s cultural, tourism, and sports sectors, as well as short videos, such as “Rope Dance in Spring”, “Huadu in Blossom”, and “Jump Rope + Cultural Tourism”, were released, which garnered over 800,000 views and showcased Huadu’s new cultural tourism image. Optimizing inbound tourism.For Malaysian travelers arriving at Baiyun Airport, we launched the first round of “Aviation + Culture and Tourism” promotions, which were presented with priority at the Malaysia International Travel Fair. Huadu culture tourism promotional videos and brochures were distributed at the Baiyun Immigration Inspection Station, introducing Huadu tourism routes to help foreign tourists “start their vacation the moment they land.”Conducting multi-channel promotion.We designed and launched seven premium tourism routes; and we actively participated in the 2025 Macau International Tourism (Industry) Expo, Guangdong-Hong Kong-Macao Sports Expo, International Airport Expo, China Culture Tourism Industry Expo, China Sports Culture Expo, China Sports Tourism Expo (Dual Expo), among others, to promote Huadu’s cultural tourism offerings and enhance its visibility.
III. Upholding sports as the foundation, we coordinated the comprehensive development of mass sports and competitive sports to build a new framework of “developing the city through sports events.”
Efficiently providing support to arrival and departure service for the 15th National Games.Successfully completed arrival and departure service tasks.We established the Huadu District Supporting Committee for the Guangzhou Venue of the 15th National Games and the Paralympic Games to coordinate tasks such as event information reporting, on-site arrival and departure services, and hotel accommodations. And we successfully completed arrival and departure services at Baiyun International Airport and support operations at designated hotels. Actively fostering atmosphere for the National Games.We organized a series of events, including the “15th National Games AI Ice Cream Truck Twin-City Flash Mob” the “Flowery Huadu, National Games for All” Huadu District Sports Carnival to welcome the National Games, and other events. The Luoxian Village Lion Dance Troupe and the Huadong School Jump Rope Team performed during the opening ceremony’s warm-up segment. The 39 athletes from Huadu District won 4 gold, 4 silver, and 5 bronze medals in the competitive sports events of the 15th National Games. A total of 15 athletes secured a place in the top eight, and 5 coaches served as referees. With both the number of athletes and the number of events reaching historic highs, they fully demonstrated Huadu’s vitality. Conduct pre-game supervision and inspections.We launched and strictly implemented a special campaign of “Ensure Safety and Welcome the National Games” to improve the fire safety environment. We carried out relentless special inspections of host hotels and surrounding cultural and tourism venues to ensure compliance with hosting standards in areas such as fire safety, public health and epidemic prevention, food safety, and emergency management.
Improving the quality of public fitness services.Distinctive brands are beginning to bear fruit.The Huadu District Bureau of Culture, Radio, Film, Television, Tourism, and Sports was honored as a National Advanced Unit for Mass Sports; the “Guangzhou Southern Fantasy Ice & Snow Ride” was selected as a key recommended project among China’s premium sports tourism products; and the Tiemian five-ring circular cycling route was included in the 2025 China Cycling Map as a premium cycling route. The “Huadu Jump Rope Dream Team” won 11 gold medals at the World Jump Rope Championships, and especially, took the men’s team all-around title for the first time. The District has for several consecutive years hosted flagship events such as the National Jump Rope League Finals, the Guangdong-Hong Kong-Macao Greater Bay Area Ski Elite Challenge, and the Guangdong-Hong Kong-Macao Choy Li Fut Sports and Culture Festival. we has also organized activities like the Guangzhou-Qingyuan Cross-Region Cycling and hiking events, thereby establishing distinctive local brands in jump rope, winter sports, outdoor activities, and martial arts. Enhancing the quality and efficiency in organization of major event .The District held over 20 major provincial-level or higher events throughout the year, driving the conversion of event traffic into economic growth. The Abu Dhabi Jiu-Jitsu Pro Tour (AJP) South China Regional Championship attracted contestants from 14 countries; the First National Youth Indoor Skiing Open filled a gap in competitive skiing events in southern China; and the Spartan Race for Kids drew 4,000 young participants and over 15,000 on-site spectators. Over 100 mass sports events were held throughout the year, including a series of winter sports, cultural, tourism, and sports activities, as well as the Pickleball Circuit. Improving the public fitness service system.Plans, including the plan for Winter Sports and Tourism Demonstration Zone and the three-year action plan for building a sports-strong district, were formulated. A number of public fitness facilities were newly constructed or renovated and maintained. Currently, the total area of sports venues in the District exceeds 6.48 million square meters.
Enhancing the comprehensive strength in competitive sports.Innovation integrating sports and education.The District’s amateur sports school has been designated a “National High-Level Sports Reserve Talent Base” for four consecutive cycles. By adopting the school development approach featuring "Integration of Sports and Education, District Teams Run by Schools" and "Dual Integration, Dual Centralization" , the District has facilitated 32 schools in becoming training bases for sports reserve talent, establishing a comprehensive training system that spans elementary through high school and that covers 13 regional specialty sports. In promoted the integration of sports and education, we have established a new school development mode characterized by “integrated resources, complementary strengths, shared responsibility, and shared achievements.”New achievements in competitive sports.Athletes trained and sent by Huadu District won a total of 17 gold, 6 silver, and 6 bronze medals in national competitions throughout the year. Zhang Xinyi claimed a team gold medal at Women's Sabre World Cup, setting a new record for Guangdong Province. Xie Peiling won the mixed synchronized 10-meter platform title at the FINA World Championships and helped the Guangdong women’s diving team secure their first gold medal at the 15th National Games. Li Zhanhong helped the Chinese dragon boat team win two golds in the 2,000-meter and 1,000-meter 22-person dragon boat events in the Elite Division at the World Dragon Boat Racing Championships, breaking a 20-year monopoly by foreign teams in the 1,000-meter event, and he also assisted the Guangdong team in winning two gold medals in the dragon boat events of the National Games’ mass participation competitions.
IV. Innovating regulatory service models, we fostered a healthy and orderly market environment, and built a new ecosystem for high-quality development in culture, tourism, and sports.
Improving the quality and efficiency of administrative approval services.In 2025, a total of 216 approval applications were processed, including 48 approvals for domestic commercial performances and 14 record filings for performances involving foreign entities or those from Hong Kong, Macao, and Taiwan. A total of 44 cultural and entertainment venues were newly established. The completion rate of accepted applications reached 100%, and the satisfaction rate of the "like or dislike" evaluation system for administrative services was 100%.We responded to administrative reconsideration and litigation in accordance with the law; throughout the year, we participated in 5 administrative reconsideration cases, 2 administrative litigation cases, and 1 civil litigation case. We actively advanced the integration of cable television networks and assisted Huadu District Radio and Television Network Co., Ltd. in joining the “Citywide Single Network.”
The market governance system continued to be improved.We strictly implemented the work safety responsibility system, strengthened industry supervision, and effectively carried out work related to comprehensive social governance and stability maintenance, work safety, rule of law development, complaint handling, and civil-military mutual support. We actively handled cases referred from the 12345 government service hotline and public complaints and petitions; no major instability issues occurred throughout the year.
