In 2025, Huadu District education system adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th National Congress of the Communist Party of China and the Plenary Sessions of the 20th National Congress of CPC, thoroughly implemented the spirit of the National Education Conference and the work arrangements set forth in the Outline of Plan for Building China into a Leading Country in Education, conscientiously implemented the specific deployment of the provincial party committee and the "1312" ideas and measures of the municipal party committee, focused on the central work of the District party committee and the work requirements of "more innovative, faster and higher", solidly promoted the "Hundred, Thousand, and Ten Thousand Project" to achieve results in the first three years, implemented the "1+9+N"high-quality development plan for education, and continued to promote the construction of the "dynamic education" system, so that the practice of high-quality development of education has reached a new level.
(1) Party leadership continues to be strengthened
Theoretical armament continued to be enhanced. We adhered to the party's overall leadership over education, and took seriously the study, publicity and implementation of the spirit of General Secretary Xi Jinping's important speeches and instructions as an important political task. We strictly implemented the "first topic" system; the Leading Party Members Group of the Bureau carried out 39 sessions of "first topic" study and the theoretical learning center group 7 sessions to promote the Party's innovative theories into the heart and mind. We solidly carried out study and education to thoroughly implement the spirit of the Central Committee's eight-point decision on improving Party and government conduct, in which 315 sessions of collective study and education were organized to promote the study and education to go deeper and be more effectual. The foundation of party building has been continuously consolidated. The elections of the Party Committee and the Discipline Inspection Commission of the education system were completed successfully. We issued the "Key Points for Party Building and Party Working Style and Clean Governance Construction in the Education System of Huadu District in 2025", carried out 105 supervision and inspection party building in schools, ensuring that party building work became a routine practice with consistent rigor. We deepened the reform of the principal responsibility system under the leadership of the Party organization in public primary and secondary schools, and all 142 public primary and secondary schools have established and improved rules of procedure and procedures, with a completion rate of 100%. We continued to promote the key work of "two coverages" in private schools, and effectively improved the quality of party building in privately run educational institutions. The campaign to exercise full and strict governance over the Party continues to deepen. We comprehensively consolidated the responsibility chain for inspection and rectification; and the two problems partially involving education identified in the provincial party committee's inspection and the five problems fed back from the District party committee's special inspection have been rectified. The "Huadu District Bureau of Education Division of Responsibilities for Implementing the Construction of Party Working Style and Clean Governance and Anti-Corruption Work in 2025" was released. We intensified the concentrated rectification of misconduct and corruption issues that directly affect the people, with focus on the fields of campus meals, school uniforms, and teaching aids, promoting the extension of full and strict governance over the Party to reach the masses. We carried out special actions to greatly improve the working style of the education system, which, as a result, has been in continuous improvement. We conscientiously did a good job in education on national security, network security, and confidentiality security, and had the ideological position more solidly reinforced, there being no ideological security problems throughout the year.
(2) Educational resources continue to expand
We continue to promote the increase in the supply of high-quality educational resources. Three public kindergartens were opened, namely Shiling Town Central Kindergarten (Shizhi Campus), Yuze Kindergarten Affiliated to Huadu District Vocational and Technical School (Second Campus), and Tongyue Kindergarten Affiliated to Huadu District Vocational and Technical School (Third Campus), adding 1,260 new kindergarten places. A total of 4 schools, Huadu School Affiliated to Guangdong University of Foreign Studies, Tieying School (East and West Campuses), High School Division of Huadu Campus of Guangzhou No. 6 Middle School, and High School Division of Yaohua School, have been completed and opened, with 8,580 new school places for compulsory education and 1,950 for ordinary high school education. We promoted the integration and optimization of junior high school educational resources. Relying on Xiuquan Middle School, Kwong Weiyu Memorial Middle School, Huadong School and other high-quality brand schools, we optimized in a coordinated way the allocation of educational resources in the whole District: Chini Middle School and Sanhezhuang Junior High School in Chini Town were optimized and combined to form the Chini Middle School affiliated to Xiuquan Middle School, Beixing Junior High School and Liuhua Junior High School in Huadong Town were optimized and combined to form the Beixing Middle School affiliated to Kwong Weiyu Memorial Middle School, Datang Junior High School in Huadong Town was renovated and upgraded to Datang Middle School affiliated to Kwong Weiyu Memorial Middle School in Huadu District, and Lian'an Junior High School in Huadong Town was integrated into Huadong School in Huadu District, promoting the transformation and leap of township education from "having schools" to "having good school". We steadily implemented the cancellation and merger of small-scale rural schools; considering the future population trend, the conditions of running small-scale schools, the current situation of the school-age population, and the future enrollment demand, 9 small-scale and weak rural schools were either canceled or merged to effectively improve the efficiency of the use of educational resources, allowing more children to enjoy better education. We Implemented the plan to upgrade urban village brands; 7 urban village small brands, including Wende Primary School affiliated to Xinhua No. 5 Primary School in Huadu District, Guangzhou were upgraded, by means of introduction of high-quality educational resources of the District, upgrading and merge. And We actively explored the formation of a dynamic adjustment mechanism of educational resources; considering the development trend of school-age population, idle kindergartens were revitalized and transformed into the first-grade department of Huadu School Affiliated to South China Normal University to alleviate the shortage of school places, which experience was reported on the front page of China Education News.
(3) The education system continues to improve
We promoted the high-quality and inclusive development of preschool education. We made every effort to promote the creation of a "District with Universal and Inclusive Preschool Education in China". Through weekly coordination meetings and three rounds of inspections, we pushed forward key tasks and addressed major challenges, successfully passing the preliminary review at the municipal level. The "Guiding Opinions of Huadu District, Guangzhou, on the Salary of Supernumerary Teachers in Public Kindergartens and Teachers in Private Kindergartens” was issued, and a special fund of 19.01 million yuan was invested to effectively ensure teachers' salaries. Continuous achievements towards the preschool education "5085" goal were made, and high-quality preschool education resources continued to expand. We implemented the free preschool education policy, investing 76.4269 million yuan in preschool childcare fee subsidies in the fall semester of 2025, which benefited more than 22,300 senior-class kindergarten kids. We cleaned up and rectified 14 unlicensed kindergartens, and there are no more unlicensed kindergartens. The project of integrated management resource center for urban and rural preschool education was successfully completed. We promoted the high-quality and balanced development of compulsory education. The District passed with high performance the provincial and municipal review of the work in creating a "National Compulsory Education High-quality and Balanced Development District"; the allocation of hardware resources in compulsory education schools met all the standards; rigid requirements such as funding investment, teaching force construction, enrollment of students, and venue construction were fully implemented. As a result, the quality of education has been continuously improved, and the bottom line of educational fairness has been continuously consolidated. Efforts were made to build and improve 23 schools under the category of "three schools", resulting in obviously optimized of the schools' school-running concept, gradually improved conditions for school operation, continuously rising teaching quality, and emergence of catalytic effect. We solidly promoted assistance through pairing programs in which 25 high-quality schools in urban areas were arranged for 64 weak schools, and the quality of rural weak schools have been continuously improved. We continued to promote the high-quality and compliant development of private education, resulting in continuous improvement in the quality of education and teaching, infrastructure construction, teaching force construction and school management level of private schools. We promoted the development of high-quality characteristics of high school education. We deepened the reform of key links in high school education, actively explored the hierarchical and classified training mode of high school talents under the background of curriculum reform, invested in five types of high schools: high level, high quality, sports and art characterized, discipline distinctive, and new quality, trying to build a new pattern of high-quality development where "every school of its own feature in a symbiotic system". We carried out in-depth implementation of the "129" top-notch innovative talent training plan, in which cooperating with Peking University, Zhejiang University, National University of Singapore, Fok Ying Tung Research Institute
and other universities, we promoted the top-notch innovative talent training action, with the number of collaborative education projects ranking first in Guangzhou city. We implemented collaborative education projects with colleges and universities. We promoted Xiuquan Middle School and Xi'an Jiaotong-Liverpool University (XJTLU) to open the first "XJTLU Class" in Guangzhou, and Kwong Weiyu Memorial Middle School and South China Agricultural University to open the "Lu Yonggen Class". We promoted the integrated development of industry and education in vocational education. The integration of secondary vocational schools has been successfully completed, and the quality of the new vocational and technical school has joined the top-five league of Guangzhou peer schools in terms of education quality. We deepened the reform of vocational and general education integration and implement the "comprehensive high school pilot" program. We implemented the college assistance project of Double Hundred Action, in which the District Vocational Technical School cooperated with Guangzhou Civil Aviation College and Guangdong Peizheng College in the '3+2 segmented education' program. We promoted the high-quality integrated development of special education. The enrollment and placement rate of school-age disabled children in the compulsory education stage reached 100%. Efforts were made to continuously expand the supply of school places for special education; by 2025, the construction of resource rooms in 4 schools (kindergartens) and special education classes in 2 schools (kindergartens) have been completed. (To date, 43 resource rooms and 6 special education classes are in place). With its main construction completed and interior decoration under way, the new campus of the smart school is expected to be put into use in the 2026 academic year.
(4) Education reform continues to deepen
The effectiveness of energetic education in promoting high-quality development is becoming increasingly prominent. Focusing on building an "energetic education" system, a research project of the District on the topic of energetic education has been accepted as a major project under the 2026 Guangdong Provincial Education Planning Initiative. 5 discussions on "New Thinking in Energetic Education" was held, which were participated by a total of 858 principals and teacher representatives. The reform of "energetic classroom" has been deepened, forming a characteristic teaching model characterized by "primary school energetic student-centered classroom and middle school energetic literacy classroom". In 2025, the District won 1 special prize, 2 first prizes, and 1 second prize of the Guangdong Provincial Excellent Teaching Achievement Award, setting new records in both number and level of awards. In the 4th Guangzhou Primary and Secondary School Young Teachers Teaching Ability Competition, a total of 284 people from the District won prizes (42 first prizes, 73 second prizes, and 169 third prizes), an increase of 114 awards over the previous year. The reform of the 'Direct Access' to public school places is moving in the direction of refinement, in which the existing public-school resources are continuously revitalized. By the end of 2025, more than 2,400 public school places had been provided, and 13 school bus routes opened, benefiting nearly a thousand migrant worker families in Guangzhou by saving these families 20,000 yuan annually in education costs; and 47.59 million yuan in government funds for private school subsidies, public school construction, and other expenses were saved, effectively improving the efficiency of education resource allocation; and new model for the development of small rural schools were found. In short this is a 'triple win' for the government, schools, and families. The "zero distance" reform of school stadiums leads in the city. The stadiums of 135 public schools in the District have fully opened to the public, which number ranks first in the city; and the "Huadu Campus Fitness Card", which has been developed and integrated into the WeChat applet of the district government, sees service quality and citizen satisfaction improve continuously. The District held an on-site meeting on the opening of school stadiums in Guangzhou, and the reform experience was recommended throughout the city. The District launched a public welfare swimming literacy action. Relying on the fully open sports venues of four public schools in Huadu District, we provided free "swimming literacy" courses for no less than 4,000 students during the year (priority given to children of migrant workers, left-behind children, and children in difficulty), which was reported by national, provincial and municipal media, such as the China Education Daily, Nanfang +, and Huacheng +. The reform of scheduled "itinerant teaching" continued to be optimized, during which a total of 77 people participating throughout the year and 35 special high-quality courses and open class examples were carefully developed, effectively alleviating the teacher problem in rural schools. And we innovated the management model of "campus meal”. Efforts were made to comprehensively strengthen the overall planning of campus food safety and meal fund management, to establish a "service unit list" management system, and to gain full knowledge of the number and basic information of third-party enterprises providing canteen management or catering services; we established a centralized fixed-point volume-based procurement system, carried out centralized procurement in different areas, and ensured the rigorous compliance of the bidding process; and we standardize the bidding management of school canteen operation, formulated a unified service contract template, clarified the qualifications, assessment and evaluation, and exit mechanism of operating enterprises to ensure the service quality of the bid winners.
(5) The conditions for school operation continues to improve
The construction of campus infrastructure has been continuously improved. We actively promoted 54 three-year action plan projects for primary and secondary schools (including 43 government-funded and 11 socially funded projects), with a total planned investment of 2.286 billion yuan; and currently, 890 million yuan has been invested, 40 projects have been successfully completed, with approximately 28,000 new school spaces being added, and 4 new sports facilities built; we deeply implemented 7 key high school enrollment projects (including 4 government-funded and 3 socially funded projects), with a total planned investment of 928 million yuan; and currently 296 million yuan has been invested, and the main structures of 4 projects have been topped out. And we thoroughly implemented the three-year action plan to improve conditions in remote schools, with a total planned investment of 37 million yuan; and currently 20 million yuan has been invested to enable 44 remote schools to add 273 multimedia teaching platforms, 7,282 sets of desks and chairs, 845 computers, 81 air conditioners, and other teaching instruments and equipment, which have significantly improved the teaching conditions and environmental quality of these 44 remote schools.
(6) The quality of education continues to improve
The construction of the "great moral education" system has been continuously strengthened. The District moral education and student development center was established to coordinate the work of ideological and political education, mental health education, research, collaborative education and other work in the District, endeavoring to create a brand named "Runze Moral Education". The integration of ideological and political courses across primary, secondary, and higher education has been deepened and solidified. Three activities promoting the integrated ideological and political courses for primary, secondary, and higher education were conducted in collaboration with universities such as Jinan University, Guangzhou Civil Aviation College, and Guangdong Peizheng College; two ideological and political courses, and five research-based courses were selected as provincial-level quality courses; five individuals were recognized as "One Hundred Outstanding Ideological and Political Course Teachers in Schools"; and throughout the year, teachers and students participated in moral education evaluation activities and won 723 awards at the municipal level and above, in particular, Xiuquan Foreign Language School of Huadu District won first prize in the rule-of-law scenario drama competition. Cai Duobei of Qixing Primary School participated in the Ninth National Congress of the Chinese Youth Pioneer Team as a representative of the city's Young Pioneers, and the 2019 (6) Squadron of the Young Pioneers of Huadong Town Central Primary School was awarded the "National Outstanding Young Pioneer Team". Achievement of the "double reduction" have been consolidated and expanded. We built a diversified curriculum system, introduced high-quality social resources, and promoted the comprehensive upgrade of after-school services from the 1.0 model of "carer and custodian" to the 2.0 model of "literacy empowerment". In 2025, there were 167 off-campus training institutions that provided their services. Nearly 1,800 quality development courses were offered, 83,174 students signed up for basic custody courses, and 49,025 students enrolled for quality development courses, and the quality of after-school services continued to improve. Improvement was made to the regulatory mechanism for off-campus training institutions; 280 licensed off-campus training institutions were included in the national comprehensive supervision and service platform for off-campus education and training. Teaching quality has improved by leaps and bounds. In 2025, Huadu District represented Guangzhou in the national test, and the overall academic performance of students exceeded the average provincial and national levels. In 2025, the District achieved outstanding results in the college entrance examination (Gaokao), and reached a new record high in the high school entrance examination (Zhongkao) scores. Sports and art education achieves fruitful results. We carefully created a characteristic education system of "energetic sports", ensuring 2 hours of campus sports every day by multiple ways, as a result, the District' students continued their leading position in the city in 2025 in terms of rate of good physical fitness. We built a "1+3+N" characteristic physical education curriculum system, forming such regional characteristic brand projects as jump rope, ice and snow, and orienteering. The District now has 43 national campus football characteristic schools (the most in the city), 3 national campus basketball characteristic schools, 2 national ice and snow sports characteristic schools, 1 national youth sports club and 1 national sports reserve talent base. Huadu Team, the dream team of China's jump rope sport, won 11 golds, 4 silvers and 3 bronzes at the 2025 World Championships, breaking 2 world records and winning the first men's team all-around world championship for Chinese mainland. The jump rope team of Huadong School appeared in the warm-up performance of the opening ceremony of the 15th National Games. Li Zhuoye, a physical education teacher at District No. 1 Middle School, won the first gold medal of the 15th National Games of the People's Republic of China Mass Sports Events in the orienteering final. Having focused on building an "ancient rhyme and flower language" aesthetics characteristic education system, Huadu District won the Excellent Organization Award in the 8th Primary and Secondary School Student Art Exhibition of the Ministry of Education, and the class chorus of Kwong Weiyu Memorial Middle School won the third prize of the National Art Exhibition. The District won 7 awards in the 8th Primary and Secondary School Student Art Exhibition of Guangdong Province, including 5 awards for outstanding achievements in aesthetic education reform and innovation, ranking first in Guangzhou city. Throughout the year, teachers and students participated in and brought back more than 300 awards from art activities at municipal levelor above. The construction of digitalized education has been accelerated. We formulated the "Three-Year Action Plan of Huadu District, Guangzhou, for Artificial Intelligence Education (2025-2027)", and organized a vanguard team of artificial intelligence consisting of 50 teachers. The District Bureau of Education was awarded the title of innovation leading unit of "AI+ five educations" for the high-quality development of education in Guangzhou in 2025. Huadu District has become an experimental area of Guangzhou project to boost the development of the teaching staff with artificial intelligence and 11 schools including Xinya Primary School and Huadong Town Central Primary School have been included in the project; 3 schools including Tanbu Town No. 2 Primary School have been rated as excellent collaborative schools of the "Spark Project". Science education is full of highlights. The construction of science education centers is progressing in an orderly manner. The District Youth Academy of Sciences has been fully exercising its function of overall coordination, and 12 base schools have been built and a team of 184 science vice presidents has been formed. The District Youth Academy of Sciences has successfully joined the Guangdong-Hong Kong-Macao Science Education Alliance, becoming the only teaching and research institution of Guangzhou in the Alliance. The District currently has 7 national demonstration schools for the "Science Classes in Science and Technology Museums" program by the China Science and Technology Museum, 3 schools with "Xiaoping Science and Technology Innovation Laboratory" of the CYLC Central Committee, 3 youth aviation schools of the China Air Transport Association, 1 national aviation-themed characteristic school, 1 Guangdong Provincial aviation and aerospace characteristic school, and 1 Guangdong Provincial aviation and aerospace characteristic training school. Since the establishment of the Youth Academy of Sciences, Huadu students have won a total of 367 national, 734 provincial and 305 municipal awards.
(7) The teaching staff continues to be optimized
Solid foundation of ethics and working style of teachers. We issued and implemented the "Key Points for Teacher Ethics and Working Style in 2025", which was implemented through the whole process of teacher management, and there was no breaking of teacher ethics throughout the year. We implemented a new innovative "335 immersion style" program for teacher training, and four-category and four-stage advanced training, in which 14 energetic teacher trainings were completed, with more than 1,400 trainees. The teacher team has improved both in quantity and quality. 577 teachers were recruited, including 269 teachers on the regular payroll (75.09% are master degree holders, and 2 doctoral degree holders). In 2025, 98.87% of kindergarten teachers have college degree or above, 97.52% of primary school teachers have bachelor's degree or above, 99.55% of junior high school teachers have bachelor's degree or above, and 31.10% of high school teachers have master degree or above. This marks the achievement of historic breakthrough in the proportion of teachers with high-level education in primary and secondary schools, and a significant progress compared with similar schools in the city. The District has 1 new national advanced worker (Lai Xuanzhi of Huadong School), 1 "outstanding teacher who touched Guangzhou" (Zhou Weili of Yuhua Primary School), 1 excellent class teacher warming Guangzhou (Ren Cuihua of Tanbu Town No. 2 Primary School), 2 "Guangzhou Excellent Rural Teachers" under the "Guangzhou Excellent Workers" series., 4 special grade senior teachers, 15 Nanyue outstanding teachers. There are 39 national honor winners and 817 provincial and municipal honor winners in private schools in the District. The implementation of the "district-managed, school-employed" teacher recruitment system has been further deepened and made more concrete. We organized and carried out the third round of exchanges and competition for post under the "district-managed, school-employed" teacher recruitment system, in which 6,589 teachers from 130 public primary and secondary schools participated in the on-campus competition; and 663 teachers participated in cross-school exchanges to "three schools", weak schools, and newly opened schools, of which 34.99% are backbone teachers.
(8) The safety defense line continues to be strengthened
The campaign of safe campus has expanded to cover the whole District. The participation rate in creating safer and more civilized campuses of the District reached 100%. We strengthened the investigation and rectification of potential campus safety hazards.431 schools (kindergartens) in the District have established minimum emergency units to realize the interconnection of personal protection, physical protection, and technical protection, and there were no major campus safety accidents throughout the year. Mental health education has achieved remarkable results. We have established a closed-loop management mechanism for the care and assistance of key students and for the interaction in key cases, integrating the resources of functional departments and professional institutions in the District, and promoting the implementation of the "education consortium" of school-family-community collaborative education, to effectively improve the mental health of students. The protection of minors is carried out solidly and effectively. We formulated the "Huadu District Bureau of Education Special Rectification Work Plan for Key Schools", set up a "1+3+N" working group for key special rectifications, and improved the working mechanism for preventing and controlling juvenile crime and bullying prevention. Health care offers comprehensive protection. Significant results have been achieved in the prevention and control of the "two fevers" (dengue fever and chikungunya fever) on campus, with no cluster outbreaks occurring in schools. We formulated 12 institutional documents, including those for campus meal supervision and food safety for off-campus meals, to fully protect the "safety on the tip of the tongue" on campus. We promoted the detailed implementation of various work on campus, including health education, myopia prevention and control, etc. A total of 175 schools has been successfully recognized as Guangdong Provincial Green Schools, 384 as provincial and municipal smoke-free units, and 3 as provincial demonstration schools for myopia prevention and control. The admissions examination work is carried out safely without accidents. In 2025, 33 examinations including the national general college entrance examination were organized for about 200,000 participants, and the goal of "safe examination" was successfully achieved.
(9) The influence of regional education continues to rise.
Educational exchanges and cooperation have been deepened. 5 new pairs of Guangdong-Hong Kong-Macao sister schools in (38 pairs in total). Xiuquan Foreign Language School and Layton Park School of the UK carried out international educational exchanges and cooperation, and Huawan School signed a comprehensive cooperation agreement with Reading School of the UK. We actively implemented 8 assistance and mutual promotion projects in 11 places, paired up with 116 schools, selected 63 volunteer teachers, accepted 132 follow-up teachers, carried out more than 300 teaching and research activities with the assistance recipients, and invested and mobilized social donations of more than 2.3 million yuan. Educational publicity work has been effective. The highlights of Huadu's education reform have been covered in by more than 30 articles in central, provincial, municipal and district information publications. We carefully cultivated distinctive brand columns such as "Energetic Education," "Energetic Campus," "Prestigious Schools Showcase," and "Renowned Teachers Gathering", and launched special features including "The Glory of Teacher" and "Looking Back at 2025, An Annual Review". Over the course of the year, 392 promotional articles were published, and the average number of reads per article increased by 6.62% year-on-year, and the number of followers grew by 5.99%. We endeavored to tell the story of Huadu's energetic education. The achievements of Huadu education were covered more than 300 times by mainstream media such as China Education Daily, Nanfang Daily, Yangcheng Evening News, Guangzhou Daily, Guangzhou TV, etc., including 2 front page reports by the China Education Daily, which created a good social atmosphere for the high-quality development of Huadu education.
In addition, the work of the Education Trade Union, the Work Committee on Caring for the Next Generations, the CYLC Education Work Committee, the Women's Federation, and in confidentiality and archive keeping has been solidly carried out and achieved good results.
