As an important part of Huadu District's work of apply to the State for “Pilot City of Synergizing Pollution and Carbon Emission Reduction for Better Efficiency” , the Huadu Branch of Guangzhou Bureau of Ecology and Environment, together with the South China Institute of Environmental Science (SCIES) of the Ministry of Ecology and Environment, recently brought the “pollution and carbon emission reduction “with summer wind to Government departments, scientific research institutes and enterprises and institutions in Huadu District, starting a journey of more than a month of discussions, research, and overall planning.

In order to promote the application work with high standard, the special research group has visited 15 functional departments, 9 key enterprises and industrial parks, and has constructed a synergistic mechanism of “shared information, resource, and technology research” through “field investigations + joint discussions”, laying a solid foundation for the successful application.

Information shows that as one of the first pilot demonstration zones for carbon neutrality in Guangdong Province, Huadu District has delivered eye-catching achievements in recent years - the compiling of the first District and County-level greenhouse gas inventory in the country, and the 98% utilization rate of building waste resource. ...... According to Guangzhou Green and Low Carbon Development Report, Huadu District continues to lead in core indicators such as energy consumption reduction rate, proportion of clean energy, water and pollution control, and the size of carbon sink forest. Now, relying on the advantages of the unique dual “carbon trading + green finance “pilots in China, Huadu District is building a “three-in-one” innovation system: mechanism innovation - establishing a dynamic database of carbon emissions from key industries; financial innovation - developing derivatives such as carbon quota forward contracts; and technological innovation - promoting low-carbon technologies such as building-integrated photovoltaics. With the commissioning of benchmark projects such as Tongze Zero Carbon Industrial Park, the effect of green industry clusters will stand out by the day.

As the only District of the city that applied for the second batch of “Pilot City of Synergizing Pollution and Carbon Emission Reduction for Better Efficiency”, Huadu's application work has been included in the District Government Work Report and the Planning Outline of the Construction of Beautiful Guangzhou (Discussion Draft), attracting a lot of attention. The survey will also produce three major achievements: the development of technology roadmap for pollution and carbon emission reduction in key industries; the establishment of cross-departmental data sharing platform; and the selection of a list of 20 key technologies to be tackled.
