The 11th Guangzhou Annual Investment Conference was held in Guangzhou Baiyun International Conference Center. At the meeting, the relevant person in charge of the Management Committee of Huadu Development Zone recommended Huadu to the participating entrepreneurs.

He said that this year was the first year of the "15th Five-Year Plan", and Huadu adapted to local conditions, planned layout with forward-looking perspective, and adhered to the simultaneous development of traditional industries, emerging industries and future industries. Moving forward, Huadu Development Zone, by giving full play to the platform advantages as a national economic development zone, and aiming at the "12635" modern industrial system, would focus on advanced manufacturing, strategic emerging industries and modern service industries, build 15 key industrial parks to achieve synergy of industries, so as to promote the high-quality development of Huadu's real economy.

Huadu Economic Development Zone is building an industrial pattern of "one core, two cities, and three ports". To have "one core" as the innovation engine, Huadu has planned the Huadu Lake Digital Intelligence Pioneer Core, which relies on the ecological environment and public supporting facilities of Huadu Lake to develop the headquarters economy, digital economy and beauty industry.

To use the "two cities" to build a solid manufacturing foundation, with focus on the upgrading of traditional manufacturing and strategic emerging industries, Huadu has planned the "Intelligent Network-Connected New Energy Automobile City" and the "International Aviation City". Relying on the advantageous automobile industry and the "green energy valley" of the GHM Greater Bay Area, the District will actively develop industries such as intelligent connected new energy vehicles, new energy and new energy storage, intelligent equipment and robots. Leading companies, such as Didi Autonomous Driving, ZF, Lan-you Intelligent Connection, and Gokin Solar, have been introduced to the Automobile City. Dongfeng Nissan has completed the upgrading of its 200,000 unit new energy vehicle production line, and launched the pure electric model N7, which has been an immediate success. Centering on the international aviation hub, special effort has been made to develop traffic docking functions, such as scientific and technological R&D, headquarters business, and airport-based intelligent manufacturing, to create an "International Aviation City" that connect the northern industry with the air-rail hub.

To strengthen the function of the open hub and leverage the advantages of the international airport hub with “three ports”, Huadu has planned the International Fashion Intelligent Port, Airport-based Digital Intelligence Port, and Airport-based Digital Intelligence Port. Relying on the "reform and opening up test field" known as the national economic development zone, Huadu has strengthened the pilot project of trying new international economic and trade rules, with focus on expanding the new generation information technology, aviation R&D and manufacturing, life and health and other airport-based science and technology innovation and intelligent manufacturing industries; meanwhile, relying on policy advantages such as free trade and comprehensive bonded zones, the District will optimize the four hub platform service industries, namely, airport-based headquarters economy, airport-based exhibition and commerce, cross-border e-commerce and digital trade, and new consumption of cultural tourism business.

In addition, Huadu provides sufficient land for industrial development. Huadu ranks first in the city in terms of industrial land; with 50 square kilometers of potential land resources, 35 square kilometers of additional industrial land, there are sufficient ready industrial lands for potential major projects.

Huadu provides high-quality state-owned enterprise as carriers for industrial development. Now the District has four high-quality industrial parks built respectively for new materials, new quality productivity, Huadu Lake digital economy and innovation, and low-altitude economy.

Huadu provides a variety of application scenarios for industrial development, and the advantages of air, rail and waterway transportation have given rise to a large number of application scenarios at different levels that are in line with industrial development. Huadu has established an opportunity list of scenarios around strategic industries, which serves as a guiding map of enterprises in resource docking.

Huadu provides strong policy support for industrial development. Last month, a work plan to support the high-quality development of national economic development zones were launched by the Ministry of Commerce, which clarifies the relevant measures to deepen the reform and innovation of national economic development zones, and points out that investment promotion is the major function and responsibility of national economic development zones. “Invest China, choose economic development zones”. At the beginning of the year, Huadu District released the first batch of 13 industrial policies, including 8 special industrial policies covering new energy and intelligent networked vehicles industries, and 5 comprehensive policies, including one for investment promotion. It is worth mentioning that they include Ten Measures for Embodied Intelligent Robots, which are the first of its kind in the city. The second batch of about 17 policies has been in preparation, including those for e-sports, data industry, grey hair economy, cultural tourism, aviation and other industries. An industrial policy system with forward-looking perspective, full-field coverage and full-process service will be formed in the future.

Huadu will strengthen the flow of productive factors and promote regional collaborative development. With eyes on 2035, the District will make full use of the opportunities of domestic and international dual-cycle development, focus on promoting the deep integration of ports, industries and cities and people, and give full play to the core functions as the new platform for international opening up in the Greater Bay Area.
