          On March 10, a press conference for the "Guangzhou Scheme for the Delineation of Industrial Clusters and Revision of Industrial Blocks" (the 10th session in 2026) was held in the Guangzhou News Briefing Hall.           The comprehensive economic strength of Huadu District has continued to increase, especially in the real industry, in recent years. So, what will Huadu District do to properly implement the Scheme and serve the enterprises after the issuance of the Scheme?

          According to the relevant leaders of Huadu District, it is when the "15th Five-Year Plan" development blueprint is being drawn up during the National Two Sessions, and the province and city are striving for a strong start that Guangzhou fully launches the implementation of the Scheme, which not only reserves ample development space for the city's real economy but also charts the main course for Huadu to strengthen its position as a district "based on intelligent manufacturing”. In this round of industrial block delineation, Huadu stands out with three characteristics, "large scale, high purity and excellent layout". With a total of 110 square kilometers of industrial block having been delineated in the whole District (including the airport region), it ranks first in the city in terms of overall size; and with a purity of industrial block reaching 71%, it also leads in the city; and in particular, the fact that 81% of the industrial blocks were located in 5 industrial clusters provides "hard-core support" for the implementation of the layout of strategic industrial clusters during the "15th Five-Year Plan" period. As we are very excited by this, we also feel the responsibility on our shoulders, and we will focus on the following implementation work:

          Take three "10,000 mu and 100 billion" (10,000 mu, about 1647 acres of land occupation, and 100 billion output value) industrial platforms as the spearhead to build a new pattern of modern industrial system. Give full play to the combined policy advantages of national economic development zone and airport economic demonstration zone, and dig deep to achieve nearly 37,000 mu (6095 acres) new supply of land. The first is to build an industrial platform for the airport digital intelligence port and promote the leap in the energy level of the airport industry. Create the "southern hub", a new carrier for industrial cooperation, and build a highland in northern Guangzhou for the development of airport economy, digital economy, and scientific and technological innovation. The second is to create an industry belt platform for fashion intelligent manufacturing and promote the fashion industry to shine. Build the International Fashion Intelligent Port with high standards, and help the urban consumer industry increase varieties, improve quality, and create brands, so as to further polish the golden signboard of Guangzhou as the "Millennium Commercial Capital".           Take "upgrading and transformation of industrial agglomeration areas in villages and towns" as the lever to activate the new efficiency of existing land space. Huadu currently has 18.47 square kilometers of industrial cluster areas in villages and towns, and is promoting the renovation of 6.8 square kilometers under 21 "industrial reform" projects, which may provide 10 million square meters of industrial space. 12 of such projects have been fully started, with a total of 3 billion yuan being registered for statistical purpose.

          Next, we will make greater efforts to reactivate the existing resources. First, we will optimize the policy "toolbox" and continue to improve the city's first "1+N" policy system for district-level industrial reform; second, we will insist on playing the "reform card", continue to explore a number of pioneering reforms, striving to provide more replicable and generalizable "Huadu models"; and third, we will aim at the "new tracks" of the industry, pay close attention to cutting-edge fields such as artificial intelligence and smart logistics, and will launch 10 new "industrial reform" projects this year, which is expected to add another 3 million square meters of land for industrial carriers.

          With the support of the "park butler" service model, we will polish the golden brand of "Invest Huadu". We will resolutely implement Guangzhou city's "investment promotion year" deployment, and maintain the full-cycle growth of aviation enterprises with "butler" thinking. First, we will be a good "land butler", vigorously promoting the land supply model featuring flexible transfer term and mixed industrial purpose, to accurately allocate resource elements. Second, we will be a good "approval butler", setting up a one-stop enterprise service center, promoting the application of enterprise service AI agents, and providing "remote" approval services. And we will comprehensively implement such mechanisms as "start of construction upon land acquisition" and "application for five certificates at the same time", to push enterprise approval progress at "accelerated speed". And third, we will be a good "investment butler", to have the net industrial land in the District incorporated into the city's "investment land supermarket", and promote the accurate and speedy allocation of land plots, and the rapid start-up, and early fruition of the projects.

          In 2026, we will take the issuance and implementation of the Scheme as the clarion call to forge ahead, reshape the industrial space with the high spirit of a galloping horse, and make every effort to promote the transformation of hub advantages into industrial advantages, and spatial advantages into development advantages.
