On March 19, a meeting for promoting investment attraction of Huadu District was held. Xing Xiang, secretary of the District party committee, attended the meeting and delivered a speech, in which she emphasized that it was necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speeches given during the “two sessions” and his important instructions given in a series of important speeches addressed to Guangdong and Guangzhou, conscientiously implement the work requirements of the provincial party committee, the provincial government, the municipal party committee and the municipal government, and implement the deployment of Guangzhou's investment attraction promotion meeting, and that the District should get on the same page, build consensus, clearly define tasks, find the right path, build the confidence and determination for all-hands-on-deck investment attraction and whole-region investment attraction, and fight an offensive battle of investment attraction, to inject strong impetus into the high-quality economic and social development of the District. The meeting was attended and presided over by Li Xiaodong, deputy secretary of the District party committee and mayor of the District.

Xing Xiang pointed out that this year was a key year for achieving a good start to the '15th Five-Year Plan' and was also the year of investment attraction of Guangzhou city; and as the main front of growth in northern Guangzhou, Huadu must producing greater achievements in attracting investment. People at all levels and in all departments should enhance political stance, build consensus on investment attraction, and strengthen the sense of responsibility and urgency for doing a good job in investment attraction. They should effectively bring their thoughts and actions into alignment with the spirit of General Secretary Xi Jinping's important speech and the decisions and deployment of the Party Central Committee, firmly establish and practice a correct understanding of what it means to perform well, set investment attract as the top priority of the current work, concentrate their mind and efforts on investment attraction, focus on the project day and night, and overcome difficulties to promote the industries, so as to accumulate momentum for the long-term development of Huadu.

Xing Xiang stressed that it was necessary to make precise efforts to implement policies, and innovate methods for investment attraction to gather the strong joint force of all man power in the whole region to attract investment. It was necessary to find the target position, follow the main line of "simultaneous development of industry and commerce, cultural and tourism, and promotion of the coordinated development of manufacturing and service industries", attract investments with the aim to gather manufacturing chains to form clusters, consolidate and expand advantages industries such as automobile manufacturing, leather goods, cosmetics, sound and optoelectronics, among others, cultivate and grow emerging industries such as airport industry and new energy industry, plan with forward-looking view such future industries as embodied intelligence, cutting-edge new materials, cells and genes, and vigorously introduce leading projects, and specialized, refined, differentiated, and innovative projects to generate new advantages in industrial development; to carry out investment promotion around theme of expanding and improving quality of the service industry, with focus on cross-border e-commerce, supply chain finance and other projects, and further enhance the platform economy to inject new momentum into high-quality development; and pay close attention to the "artificial intelligence +" action in carrying out investment promotion, promote the iterative upgrade of new industrialized digital service platforms, actively cultivate an ecology for the artificial intelligence industry, and attract more new technologies and new products to “make debut" or "take first trial" in Huadu, so as to open up a new track for the intelligent economy. It was necessary to focus efforts on key enterprises, especially Fortune Global 500 companies, "National" and "China" named enterprises, as well as leading and hidden champion enterprises in industry segments, take the initiative to plan and attract central and state-owned enterprises, strive to attract foreign investment and foreign enterprises in the world, and introduce leading private enterprises in China, leading the development with large projects, and promote the upgrading with good projects. It was necessary to innovate the investment attraction model, create new way of playing, optimize tactics, seize the opportunity to carry out digitalized investment, attraction, integrate resources to carry out scenario-based investment attraction, take the initiative to carry out planned investment attraction, make targeted efforts to carry out industrial chain investment attraction, give full play to the role of state-owned enterprises to "promote investment attraction with real investment", and further improve the level of specialized and precise investment attraction. It was necessary to optimize the business environment, adhere to the concept of "help entrepreneurs, befriend investors, and serve taxpayers", strengthen the guarantee of "full range elements" such as land, capital, and talents, provide fertile ground for enterprises to thrive, further promote the "zero-distance" engagement to address enterprise challenges through direct visits, do a good job in providing "butler-style" service to enterprises in the whole growth cycle, and make every effort to safeguard the development and growth of enterprises, so that the enterprises can invest and develop with peace of mind in Huadu.

Xing Xiang stressed that the whole District should take investment attraction as a "lifeline" project in promoting high-quality development, strengthen overall coordination, pay close attention to the implementation of responsibilities, form a work pattern that treated "investment attraction as a coordinated chess game", and ensure that the goals and tasks of investment attraction are completed to the letter. It was necessary to strengthen the coordinated promotion of the whole process, where the District leaders should properly perform their function as the "backbone", the Management Committee of Huadu Development Zone the "main attacker", industries and sectors the "main force," and towns and streets "main battlefield", to compete for resources from higher level, reach outward to attract investment and projects, look inward to tap into domestic investment potential, and drive with all force the implementation of investment projects. It was necessary to strengthen the assessment and evaluation of the whole chain, optimize the assessment and evaluation system, and improve the incentive and responsibility mechanism and the fault tolerance and exemption mechanism, to boost the entrepreneurial passion of investment promotion team, and stimulate the surging momentum of investment promotion. It was necessary to strengthen all-round training and trial, expand the investment promotion force, improve the investment promotion skills, cultivate excellent work style, and build a strong investment promotion team, to promote the investment attraction for new and greater achievements.

Li Xiaodong emphasized that it was necessary to conscientiously implement the work deployment of the province and the city, and focus on investment promotion, projects, and industries with the spirit of "sprinting from the very beginning", so as to inject strong momentum into the high-quality development of Huadu. It was necessary to make precise strive for projects, conduct in-depth research on the national, provincial and municipal "15th Five-Year Plan" outlines and special plans in key areas to accurately understand policy dividends and establish a list of project opportunities; to give full play to the role of overseas Chinese and investment promotion liaison stations and take the initiative to plan "knocking on the door” action; and referring to the "12635" modern industrial system industry chain road map, push forward the attraction of investment through existing enterprises and investments, and promote industry chain-based, and scenario-based investment attraction. It was necessary to optimize the environmental to stabilize projects, carry out the "special action of visiting 10,000 enterprises to solve problems", and support existing enterprises to grow stronger and better; and to promote the transformation of urban villages around the airport, deepen the transformation of village and town industrial agglomeration areas to make new space for the implementation of projects. It was necessary to concentrate efforts to build projects, deepen mechanisms such as "project construction upon land acquisition", "joint processing of multiple permits", agency services for major industrial projects, and "production upon acceptance inspection," and focus on resolving pain points concerning roads, water, and electricity, to ensure rapid project construction and early production.

At the meeting, Zheng Zhongmin, deputy secretary of the District party committee, explained the task goals and specific actions of the 2026 investment promotion year. Representatives from relevant district-level departments, towns, streets, and district state-owned enterprises delivered speeches, proposing their investment promotion targets, tasks, and work measures for the year based on actual circumstances.

The meeting was attended by leading comrades of the District Party Committee, the Standing Committee of Huadu People's Congress, the District Government, and the CPPC Huadu Committee, president of the District court, chief procurator of the District Procuratorate, main responsible comrades of the party of towns, departments of the District party committee, units directly under the district government, district state-owned enterprises, the district's people's organizations, and the democratic parties.
