On September 5, a plaque unveiling ceremony in the District Administrative Service Center announced the official establishment of the Huadu District Industrial Project Service Center, which is designed to promote the rapid settlement, construction, operation and return of investment projects.

As the home to the air-railway dual hub of Guangzhou Baiyun International Airport and Guangzhou North Railway Station, and the northern growth pole that Guangzhou is striving to build, Huadu is blessed with extremely high investment value and broad development prospects. The District has kept strengthening its efforts to attract investment in recent years, and saw the settlement in Huadu of projects of such Fortune 500 companies as ZF, Porsche, and Valeo.

"Attraction" is the first step, but what really matters is "implementation". As part of the institutional reform, the establishment of the District Industrial Project Service Center is to comprehensively coordinate services for the implementation and preparation of industrial projects, bearing in mind the greater picture of the whole District; and by strengthening the "hard measures" of government services, enhancing the "soft power" of the business environment, and improving effectively the level of refined management services, help projects to start construction and operation as soon as possible, and build momentum for the high-quality economic development of Huadu.

Information shows that the District Industrial Project Service Center consists of the General Department, the Project Preparation Department, and the Engineering Service Department. Its main responsibilities include coordinating the services for the settlement and preparation of industrial land-use investment projects, and establishing and improving the working mechanism of services provided to the preparation and construction of the investment projects; implementing relevant support policies for enterprise in preparation, and coordinating and promoting the construction of supporting facilities for the investment projects in the District; coordinating the examination and approval services to the investment projects in the District; tracking, coordinating and providing post-settlement services for key investment projects; promoting in a coordinated way the free agency service to major industrial investment projects; and guiding the project owners to prepare relevant application materials, tracking the approval process, and giving feedback to the project owners in a timely manner. It is the aspiration of the Center to ensure that each suggestion of the enterprises will implemented and every single issue will be responded to.

"We will give full play to the planning and coordination mechanism, make deep integration of functions a reality, work for the project with enthusiasm, and perform our responsibility dutifully to produce practical results; we will actively build a service system that 'respond to every request of the enterprises, leave them alone unless necessary, and fulfill every promise'; we will focus on the key points, stick to the major points, and push to advance progress, so as to promote project construction with high skill, high quality and high efficiency; and we will free enterprises from looking over their shoulders during development with our services, so we can effectively support the 'stability' of District development with the 'progress' of the projects, and make every effort to maintain and enhance the good trend of sustained economic recovery and improvement," said the person in charge of the Center.

"Thank you for providing us with a service specialist to help us solve problems, which got the project completed quickly," said the project leader of Guangzhou Guangzhou Kamwah Food Co., Ltd. Guangzhou Kamwah Food Co., Ltd. is a high-tech enterprise integrating food research and development, design, production and sales, and it has a plan to build a Kamwah Food Headquarters project in Huadu. At the end of June this year, the frame structures of the project have been capped and the final stage of decoration began. However, by the time of completion acceptance, the project still had not connection to the gas and permanent water.

In order to ensure the completion and successful commissioning of the project, the service team had several on-site coordination meetings, and coordinated relevant functional departments to implement the water supply plan and gas supply route for the project, and to accelerate the construction of the project with workback schedule. Instead of the originally expected completion date of water and gas supply in September, the project had ready access to gas and water in early July after coordination, which efficiently contributed to the successfully completion of Kamwah project.

Since the beginning of this year, the service team has coordinated and promoted the commencement of 13 new projects, which are estimated to have a total investment of 13.212 billion yuan and an annual output value of 35.433 billion yuan after reaching production capacity, and the completion of 14 new projects, which are estimated to have a total investment of 19.095 billion yuan and an annual output value of 9.835 billion yuan after reaching production capacity.

Huadu has now formulated the "Rules of Huadu District for Implementation of the 'One-window-for-all Acceptance" Policy in Examination and Approval Services for Industrial Land-use Projects" and the "Rules of Huadu District for Implementation of Whole-process Agency Service for Major Projects", aiming to centrally accept for processing all kinds of matters subject to examination and approval in the whole process of preparation for industrial land-use projects, so that relevant enterprises need to enter "only one door" and "have things done efficiently". "One to one" whole-process free agency services will be made available to major projects to assist enterprises in completing various approval procedures involved in the process of project construction application and solve problems in the process of project settlement and construction, and comprehensively raise the efficiency of approval services and improve the experience of business environment. The "Five Certificates at One Stop" policy was applied to six projects, including the high-efficiency photovoltaic module project of Gokin Solar and the construction granite mine project in Chengxi Quarry, enabling them to start construction upon land acquisition.

The optimization of the business environment in Huadu has continuously improved the sense of gain and satisfaction of business entities, and both large projects and small enterprises are full of confidence in the future development.
